cura.ini: No key value pair found (no replies)

Here is a bug in Repetier Host 1.0.4. With the default Cura settings, the CuraEngine CLI fails to parse the cura.ini file. See the log:

RH does not show any error or warning and the slicing appears to finish successfully. However the values in the resulting gcode do not match whatever I've selected in the Cura settings UI. The speed value for instance matches Cura's default 30 mm/s.

The workaround seems to be adding a comment line (eg: ";nothing") to the 'Before extruder switch' and 'After extruder switch' custom gcodes.
